At 0900z on the 13th they recorded 38°C with 30.2°C dew point - equating to a rather steamy heat index of 59°C/137°F well into the extreme danger category, and a wet bulb of 31.85°C which is above the 31 degrees stated as never occurring by the authors of the paper you linked to in this thread - http://forum.netweather.tv/topic/80708-wet-bulb-temperature-and-health/
