I tried to PM someone but I notice they mentioned they are on posting restrictions. How does this work. I assume you can't even PM them  when they are under this restriction ? Well the  message came up I couldn't PM them

If someone abuses the pm system in some way then it's switched off, but that isn't automatically the case if someone has a posting restriction. People can also choose to switch the pm system off themselves if they wish, so it could also be that.
